[Neuropostdocs] Change in ACNP Fellowship rule

There has been a change in one of the eligibility rules that is listed in 
the brochure for the American College of Neropsychopharmocology 
Fellowship.  (This fellowship is for postdoctoral minority candidates.)

The new rule change is as follows:

You must be a Ph.D. or M.D. whose degree has been awarded within the last 
seven years (1994 or later) and who is engaged in basic or clinical 
biomedical research or teaching, or is assisting in clinical trials.
